Li Li, a representative of the National People's Congress and an employee of Daye Nonferrous Metals Group Holding Co., Ltd., a China Nonferrous Group-funded enterprise, is her eighth year of duty. In 2013, Li Li was elected to the National People's Congress for the first time and was re-elected in 2018. "This year I brought a bunch of suggestions, more than 30 in total," Li Li told reporters. When the reporter asked if there were any suggestions for the development of the non-ferrous metal industry, Li Li blurted out: "Accelerating the promotion of non-ferrous metal companies to'go global' is of great significance to safeguarding national strategic resources!"

Once, as a miner, Li Li knew the significance of resource reserves to national development. "According to the "National Mineral Resources Planning (2016-2020)" led by the former Ministry of Land and Resources, 8 of the 12 strategic non-ferrous metal minerals are in shortage strategic minerals, including: copper, nickel, tin, cobalt , Lithium, zirconium, aluminum, and gold. Some strategic non-ferrous metal minerals are in serious shortage, and their dependence on foreign countries exceeds 80%.” Li Li told reporters that with the transformation of China’s economic system and increased environmental protection policy constraints, domestic non-ferrous metals The output of strategic metal minerals is gradually decreasing. For example, in 2019, my country's copper consumption was about 11.93 million tons, while the country's mine copper output was only 1.63 million tons, and the degree of foreign dependence was as high as 86%.

"This data is already quite large." Li Li said, therefore, how to rationally use overseas mineral resources and speed up the overseas deployment of non-ferrous metal resources has become one of the important means to ensure the security of my country's strategic resources. In recent years, with my country’s reform and opening up and the in-depth development of the market economy, especially the introduction and implementation of the “One Belt, One Road” initiative, a large number of “going global” benchmark companies have emerged in my country’s non-ferrous metal industry. Among them, China Nonferrous Group, the headquarters group of Li Li's company, is one of the first companies to go abroad and has made many important achievements in overseas development of non-ferrous metal strategic mineral resources.

At the same time, although my country's non-ferrous metal companies have achieved remarkable results in "going out", as a resource industry, the non-ferrous metal industry has the characteristics of heavy assets, long cycle, high risk, etc., and the time to enter the international mining market is relatively short , The layout of overseas assets is not yet complete. It is usually difficult for companies to withstand the deep fluctuations in the prices of bulk minerals based on their own strength. In addition, overseas mining giants also control most of the world's high-quality non-ferrous metal mineral resources, which imposes certain constraints on Chinese companies' "going global" search for high-quality mineral resources.

For this reason, at the two sessions this year, Li Li brought a "Recommendation on Supporting my country's Non-ferrous Metals Industry to "Go Global" and Accelerate the Deployment of Overseas Resources to Ensure the Security of National Strategic Resources". She pointed out that it is recommended that the country further formulate implementation plans to ensure the security of national strategic resources, support the non-ferrous metals industry to "go global" benchmarking enterprises to deeply integrate into the international mining market, build a first-class mining company with international competitiveness, and increase mining project investment and mergers Improve the layout of overseas resources. She also suggested that at the national level, a multi-level financial service system can be built for companies to "go global", and to accurately help benchmark companies to "go global" to solve the financing difficulties and expensive financing problems in the process of overseas investment and mergers and acquisitions. "Going Global" non-ferrous metal industry enterprises have more preferential tax policies.

In addition to suggestions on promoting non-ferrous metal companies to "go global," Li Li also brought a "Recommendation on Supporting Huangshi City's Refined Copper Industry to Build a "Lumpy Economy" Highland in the National Copper Industry". She expressed the hope that the country can vigorously support the development of the copper industry in the Huangshi area, especially the high-end copper manufacturing industry to settle in Huangshi, Hubei, and build a national copper "block economy" base in Huangshi City, which has a long history of bronze culture, to promote technological innovation in the copper industry. Accelerate the promotion of industrial agglomeration.
